If you submitted a 17 digit IMEI, it will be trimmed to 15 digits for processing of code. Codes are not found due to various reasons, phone is refurbished, reported lost/stolen, or even simply AT&T never received the unlock code from the manufacturer for your phone.
If you still need the code, reply to this email after receiving the refund. I am able to get unlock codes from the manufacturer for the following type of phones: Blackberry, HTC, LG, Motorola, and Samsung.
